What are the apprenticeship requirements in NJ for Plumbing & HVACR?
  •  576 hours of RTI or Related Technical Instruction (school)
  •  8,000 OTJ On-the-job hours
  •  1 year Journeyman - starts after apprenticeship program is complete and U.S. DOL certificate is received

NJPHCC Apprenticeship Academy is a U.S. Department of Labor (DOL) approved and registered online apprenticeship program for the State of New Jersey, offering a flexible pathway to becoming a licensed professional in Plumbing or HVACR.


Program Structure
  • Online, Go-At-Your-Own-Pace — Begin at any time during the year. Each course is designed to be completed within 12 months, but extensions are available for a fee if required.  Final Exams for each course must be proctored via zoom.
  • Related Technical Instruction (RTI) — Each course year is U.S. DOL approved for the required 144 hours of RTI
  • On-the-Job Training (OJT) — Apprentices must complete 8,000 OTJ hours under a licensed employer. One course per year is aligned with the 2,000 OTJ hours per year requirement.
Employer Participation
  • Apprentices must work for a licensed employer who is willing to sponsor and verify OJT hours. Employers may credit apprentices with up to 7,000 previous OJT hours by completing a U.S. DOL/NJPHCC form provided during enrollment. If a student is credited previous OTJ hours by an employer when registering with the U.S. DOL they are then eligible to accelerate through the courses at a quicker pace.
  • Important: For state licensing exams, the Board of Examiners requires W-2s to verify hours. Without them, credited hours may not count toward licensing
  • Apprentices must ask whether their employer has their own Employer Sponsor Program with the U.S. DOL.

DOL Registration
  • Employer is a current registered U.S. DOL Sponsor.
    • NJPHCC will act as the RTI (School) provider only
    • Employer is responsible for registering the apprentice and reporting OJT directly to the U.S. DO
If an employer is not a registered U.S. DOL sponsor, NJPHCC can work with the employer and apprentice to register them with the U.S. DOL under our Intermediary DOL program.
  • Employer is NOT a current registered U.S. DOL Sponsor.
    • PHCC can register the apprentice with the U.S. DOL under our Intermediary program.
    • Employer must still be willing to sponsor and complete the required registration paperwork.
    • We can only do this if your company does not currently a U.S. DOL registered Employer Sponsor, does not currently have any other apprentices enrolled in a brick and mortar school and does not have a Public Works Contractor Registration certificate.
    • Once we determine if we can register student with the U.S. DOL under the PHCC program, the employer will be sent the Standards of Apprenticeship paperwork to complete.
Program Pace
  • Accelerated: Apprentice has previously worked on-the-job hours credited by current Employer
    • If an Employer has credited an apprentice OTJ hours during the U.S. DOL registration process they may complete courses at an accelerated pace.
    • Students must continue to track the remaining OTJ needed to hit the 8,000 hr requirement.
    • If the student finishes a course in less than a year, they can then immediately enroll in the next course.
    • An enrollment Form and course fee are required for each course.
  • New Students: Apprentice is new to the industry and is just starting their on-the-job hours.
    • The student may take (1) course per year to match their 2000 on the job hours for that year. 
    • If the student completes the course in under a year, they are done with their schooling for that year and will continue to work their OTJ hours.
    • The student can apply for the next course 12 months from his/her previous course date.
    • An enrollment form and course fee are required for each course.

  • After receiving the enrollment form we will contact you regarding course payment and DOL registration.
 

Course Syllabi


Since there is no set schedule, apprentices pursuing Online Apprenticeship must be self-disciplined and self-motivated to maintain steady progress. Employer support and monitoring can be an effective method for addressing this issue. eLearning places primary responsibility for learning on the apprentice. When needed, most apprentices ask their employer or PHCC for assistance.

 

Code of Federal Regulations

  • This online course is expressly permitted in the Code of Federal Regulations as follows: 29 CFR 29.5(b)(4) – Standards of Apprenticeship
  • “…. A minimum of 144 hours for each year of apprenticeship is recommended. This instruction in technical subjects may be accomplished through media such as classroom, occupational or industry courses, electronic media, or other instruction approved by the Registration Agency
